1. Each new site must be adequate in size to meet the educational needs of the students to be served.
2. An elementary school site should be at least 15 acres of usable land. The site shall be able to accommodate a school building approximately 450ft of frontage and 450ft in depth; play field area of 7.0 acres and parking in front and on both sides of the school. The recommended site is rectangular in shape with 600ft of frontage and 1,089ft in depth.
3. A middle school site should be at least 25 acres of usable land. The site shall be able to accommodate a school building approximately 400ft of frontage and 450ft in depth; parking in front and on the side of the building; and play field area of 15 acres. The recommended site is rectangular in shape with 1,000ft of frontage and 1,089ft in depth.
4. A high school site should be at least 50 acres of usable land. The site shall be able to accommodate a school building of approximately 600ft of frontage and 550ft in depth; parking for approximately 1,400 cars and appropriate service roads and play field of approximately 30 acres. The recommended site is rectangular in shape with 1,500ft of frontage and 1,452ft in depth.

1. Significant environmental constraints that would preclude a public school on the site.
2. Adverse impacts on archaeological or historic sites listed in National Register of Historic Places or designated by Hillsborough County as a locally significant historic or archaeological resource.
3. The proposed site should be sufficiently sized to accommodate the required parking and circulation of vehicles.

1. The proposed location is not within a velocity flood zone or floodway, or the Coastal High Hazard Area as delineated in the Future of Hillsborough Comprehensive Plan.
2. The proposed location lies outside the area regulated by Section 333.03(3), F.S., regarding the construction of public educational facilities in the vicinity of an airport.
3. School sites should not be acquired, reserved or accepted by donation in the following locations:
   1. Immediately adjacent to water treatment plants or wastewater treatment plants.
   2. Within one-quarter mile of active landfills.
4. Elementary schools should be proximate to and within walking distance, where possible, of the residential neighborhoods served and are discouraged on arterial roads.
5. The School Board has demonstrated that the location and design of the proposed school is intended to predominantly accommodate the student population living within a rural service area and that approval of such school outside the USA should be accompanied by a finding that it will not create the need for extension of centralized water or wastewater facilities outside the USA other than service lines designed to accommodate solely the service demands of the school or the need for roadway improvements not already contemplated in the County’s Capital Improvement Program.
6. Each site must be well drained and suitable for outdoor educational purposes as appropriate for the educational program or collocated with facilities to serve this purpose. As provided in s. 333.03, the site must not be located within any path or flight approach of any airport. The site must not adjoin a right-of-way of any railroad or through highway and must not be adjacent to any factory or other property from which noise, odors, or other disturbances, or at which conditions, would be likely to interfere with the educational program. Sites must be chosen which will provide safe access from neighborhoods to schools.
7. In planned communities, school sites shall be located as close as possible to the areas of greatest student concentration in order to locate the site within walking distance of those areas. When a planned development does not generate enough students to create the full enrollment, the site should be located in such a way that students from adjacent residential areas can have easy access to the facilities.
8. School sites should be located in areas that are free from health and safety hazards and protected against noise, air pollution or odors.
9. The site shall meet the following access requirements:
   1. Elementary Schools – should access local or collector streets.
   2. Middle Schools – should access collector streets.
   3. High Schools – should access collector or minor arterial streets.

All Future Land Use and Zoning Classifications which address Public School uses are governed by the local government’s respective Comprehensive Plan and/or Land Development Code. For more information on these classifications please contact the applicable local government.

1. When the School District acquires property for a school site, the County shall be given an opportunity to consider simultaneously acquiring property for an adjoining neighborhood park or other appropriate use. In designing the arrangement and layout of buildings, parking facilities and recreational areas for schools, consideration shall be given to the effective utilization of the adjacent neighborhood park.
2. Boards are encourages to locate district educational facilities proximate to urban residential areas to the extent possible, and shall seek to collocate district educational facilities with other public facilities, such as parks, libraries, and community centers.to the extent possible and to encourage using elementary schools as focal points for neighborhoods.
3. In certain instances, and upon approval by both the Hillsborough County School Board and the Hillsborough County Parks Department, projects that are required to dedicate to the County both a school site and a park site may have the total acreage of required dedication reduced by thirty percent (30%) when the park and school sites are co-located.

1. A determination of the need for and timing of onsite and offsite improvements and public facilities necessary to support the proposed school and the party or parties responsible for the improvements.
2. Each board may request county and municipal governments to construct and maintain sidewalks and bicycle trails within a 2-mile radius of each educational facility within the jurisdiction of the local government.
3. The site shall meet the following access requirements:
   1. Elementary Schools – should access local or collector streets.
   2. Middle Schools – should access collector streets.
   3. High Schools – should access collector or minor arterial streets.
   4. School sites shall be connected to residential development by sidewalks, walkways and bike paths in order to facilitate safe pedestrian movement.
   5. School sites should be located in areas where water and sewer services are available.
